Pam Hurley - Managing Director
Pam Hurley is TOSCA’s MD and has a wide range of consulting and line management experience in the public and the private sectors. In central Government her policy and operational responsibilities included health, social security and criminal justice as well as a No. 10 Efficiency Scrutiny. She also held HR and Planning Director posts in the NHS. Private sector roles included leading research on societal change and values and their implications for strategy development with the Shell Global Scenario Team and change management with the Shell International leadership group. Pam set up her own management consultancy in 1998 and was appointed Associate Fellow at Oxford University in 2006.
Pam specialises in the following areas:
- strategy development and implementation, particularly focusing on future trends and their likely implications
- scenario planning and development and deployment of scenarios in creating strategy
- organisation development and design
- workshop design and facilitation
All TOSCA associates have extensive line-management backgrounds - we do not employ people with only consultancy experience.
